China plans to invest 5.74 trillion yuan by 2020 in building an all-round social welfare system to enhance people’s livelihoods, according to the China Development Research Foundation, a government think-tank。

政府智囊機構中國發展研究基金會表示，我國計劃在2020年前投入5.74萬億人民幣用于建設覆蓋城鄉的社會保障體系，提高人民的生活水平。

文中的social welfare system就是“社會保障體系”，all-round social welfare system指“覆蓋城鄉的社會保障體系”，也稱為social security system covering both urban and rural areas。其中all-round表示“全面的、多方面的”，在體育運動中也可以表示“全能”項目。

此次通過的Social Insurance Law(社會保險法)規范了對social security funds(社保基金)的使用，并決定將建立新的medical payment system(醫療支付系統)，以實現醫保的異地結算。

目前我國的social welfare system主要由五種社會保險構成，分別是basic endowment insurance(基本養老保險)、basic medical insurance(基本醫療保險)、employment injury insurance(工傷保險)、unemployment insurance(失業保險)和 maternity insurance(生育保險)。
