溫家寶號召當地政府在新的補助獎勵機制的基礎上認真研究制定推進牧區又好又快發展的政策措施。

上面報道中的reward-compensation mechanism就是“補助獎勵機制”，是指為了不降低herding-banned regions(禁牧區)牧民的生活質量，對牧民實行補貼和獎勵的機制。compensation是指(對不利局面的)補償，例如用于彌補拆遷損失的relocation compensation(拆遷補償)、為了平衡經濟發展和環境的ecological compensation(生態補貼)、失業者領的unemployment compensation(失業補償金)等。補償還涉及到一個補償標準的問題，如果補償金額超過實際所需就叫over-compensation(過度補償);反之則是under-compensation(補償不足)。

另外一個常用于表示“補貼”的詞是allowance，是指定期給某人的用于特殊目的錢。例如high temperature allowance(防暑降溫補貼)、housing allowance(房補)、meal allowance(餐補)、transportation allowance(交通補助)和針對高齡老人發放的old age allowance(高齡津貼)。
