Government approval of plans to open part of its low-altitude airspace to the general aviation industry may unleash pent-up demand for private air services and create a market worth more than one trillion yuan, experts said。

專家表示，政府批準(zhǔn)向通用航空開放部分低空空域的方案將有可能使一直受抑制的私人飛行服務(wù)得到釋放，從而創(chuàng)造出一個價值超過萬億的市場。

上文中，low-altitude airspace就是指“低空空域”，這里特指1000米以下的空域。該《意見》指出，今后，我國低空空域?qū)碼reas under control(管制)、areas under surveillance(監(jiān)視)、和 areas where aircraft can fly freely after reporting their flight plans in advance(報告)這三類劃設(shè)空域。

General aviation(通用航空)是指使用民用航空器從事公共航空運(yùn)輸以外的民用航空活動，包括從事工業(yè)、農(nóng)業(yè)、林業(yè)、漁業(yè)和建筑業(yè)的作業(yè)飛行以及醫(yī)療衛(wèi)生、搶險救災(zāi)、氣象探測、海洋監(jiān)測、科學(xué)實(shí)驗(yàn)、教育訓(xùn)練、文化體育等方面的飛行活動。此外，還有military aviation(軍事航空)和civil aviation transportation(公共運(yùn)輸航空)兩種。
